I. Position and functions

  1. The College of Agricultural Mechanics is a public vocational education unit under the national education system under the Ministry of Agriculture and Rural Development, now under the Ministry of Agriculture and Environment (hereinafter referred to as the School). The School has the function of training high-level, intermediate-level, and elementary-level human resources in the fields of agricultural mechanics, rural development, and according to the needs of society; regular training and international cooperation in vocational education; applied research, transfer of science and technology into production; consulting on specialized fields within the School’s tasks according to the provisions of law.
  2. The School is under the direct management of the Ministry of Agriculture and Environment, under the state management of vocational education of the Ministry of Education and Training, and under the territorial management of the People’s Committee of Phu Tho province.
  3. The School has legal status, has a seal (including a raised seal), and has an account at the State Treasury and a Bank to operate in accordance with the provisions of law.
  4. The School’s operating expenses are in accordance with the provisions of law.
  5. The School’s headquarters is located in Binh Nguyen commune, Phu Tho province.

II. Duties and powers

The School performs the following specific tasks:

  1. Develop strategies and plans for the School’s development. Organize implementation after approval.
  2. Organize training at college, intermediate and elementary levels according to the certificate of registration for vocational education activities granted and regulations of law.
  3. Organize regular training according to regulations of law.
  4. Organize the compilation of training programs and textbooks according to regulations of law.
  5. Recruit and manage learners; ensure the legitimate rights and interests of learners; ensure a pedagogical environment for vocational education activities; coordinate with learners’ families, businesses, organizations and individuals in vocational education activities.
  6. Conduct assessment and ensure training quality according to regulations of law.
  7. Conduct scientific research and apply technology transfer according to regulations of law.
  8. Carry out international cooperation; joint ventures, associations, and cooperation with domestic and foreign economic, educational, and scientific research organizations in accordance with the law.
  9. Carry out service, production, and business activities; provide training and job consulting in accordance with the law.
  10. Implement information and reporting regimes and be subject to supervision, inspection, and examination in accordance with the law.
  11. Organize the apparatus, recruit, manage, and use civil servants, lecturers, and employees in accordance with the law; Manage and use the School’s finances, assets, land, facilities, equipment, and other resources in accordance with the law.
  12. Carry out other tasks assigned by the Minister and in accordance with the law.
